The Drow "claim" control of ALL the Darklands. They have several City-states (growing around each obelisk), and occasionally attack the last human settlements present far away from the floating islands for slaves and plunder. On paper, all the City-states belong to the Empire of Zarathyr, but actually each city-state has a ruling matron that only goes back to the capital once every 10 years to pay respect to the Matriarch.

The obelisks (and drow city-states) can be found all over the Darklands. This does not mean that the Darklands are swarming with drows, since the armies of the drow are mostly composed of lesser humanoids (orcs and goblins) enslaved by the drow. Also, infighting among rival Drow Houses keep their greatest resources focused on the "inside", and the Drow are content to let the humanoids bring the fight to the humans.

Those settlements nearer to the floating islands are under control of the Islands, and are better defended. They still get attacked every once in awhile.
